  Thank you for contacting PayPal regarding difficulties with adding your card.
  I have reviewed your account and I can see that you tried to add your card ending XX52 however as you mentioned it was not accepted. Reason why it was not accepted is because your bank temporary blocked in for use in PayPal.
  Every time when you are adding new card to your PayPal account, our system is charging your card with $1.00 USD to see if card is active. However when you were trying to add your card your bank did not allow us to take $1.00 USD and your card was temporary blocked in our system too.
  I unblocked your card, however before trying to add it again, please contact your bank and speak with someone who is working in online transactions department. Because general customer service will not be able to see issue with this card.
  Ask your bank to unblock your card and once it’s done, please try to add it again. If your bank will activate it correctly, you should be able to add it.

  Szóval akkor úgy gondolom jelenleg az a probléma hogy nincs annyi fedezet a kártyán hogy hozzáadjam!?
  Ha lesz akkor megpróbálom,ha akkor sem veszi akkor meg kell keresnem a otp bank ügyfélszolgálatát.
